VILLAIN -zero-
At the center of the magic square¹ drawn by the Meiji government, hiding the intrigues of the Imperial Army, an utopia of nightmares is built beneath the Great Imperial Capital
They scatter infernal chemical weapons and cowardly fire death rays
They manipulated the heart of an innocent boy to awaken a demon
Upon this rotten world, a black rain falls and counterfeit bills dance in the air
The conquest of the world is sworn

Notes:
Conspiracy theory alert: during the Meiji era, the government/court is said to have created a "magic square" (魔方陣) in Tokyo to protect the city from natural disasters and malignant influences. The four points of the square would be:
Yanaka Cemetery (North)
Aoyama Cemetery (South)
Zoshigaya Cemetery (West)
Tsukiji Cemetery (East) — originally a foreigner's cemetery
The center of the square would be Yasukuni Shrine, which is controversial for enshrining both Japan's war dead and convicted war criminals. It is said that this magic square was created to maintain the city's "balance" and contain evil forces. However, the song inverts this idea: instead of protection, the magic square is used to conceal intrigues and carry out cruel experiments/torture.
In more detail, the temples would form the shape of the Big Dipper (which contains a square and a "tail"), making the circuit larger than just the square portion.
