not sure, but Shinjuku Sokai may be a betting house, “sokai”
means settlement, so that can refer to
areas occupied by foreign population, where the objective was
territorial expansion (maybe both).

Here, he sings 御釜
(okama)
which means male homosexual, effeminate man,
male transvestite (jisho.org),
the words written in the lyrics is 男娼
(danshou),
which means male prostitute (jisho.org).
The meanings are different, but in practice, I suppose it was the
treatment that prostitutes received (I imagine that both at the time
the music is set and nowadays).
