"veltro" is an Italian term almost equivalent to
"greyhound" or "Sighthound", it is a hunting dog.
According to Wikipedia, the term fell into disuse in the XIX century.
Like
the last singles released by the GALLO recently, "VELTRO"
also represents a mythological creature, "VELTRO" is
portrayed in the Divine Comedy as a greyhound that, with its
characteristics as a hunting dog, pursues the sins of men giving them
a "suffering death".
In
other mythologies it can be compared to Anubis (Egyptian god who lead
the souls of the dead to the underworld). [Anubis has a body of a men
and a head of a greyhound]
In
the first verse where he sings "Veltro" in the subbs is
written 革命家
(kakumeika),
that means "revolutionary".

I didn't find much information about it on the internet, apparently
it is a spell to summon the devil, I just found results about it on
google in Japanese, and they basically talk about summon the devil
and show some creepypasta-style stories about people who used this
spell.
The
stories I've found tell that the spell is passed from person to
person and this is how it survives, its use is to summon the devil,
and in exchange for being freed it will grant a wish, any wish. (One
of the stories: DEMONIC
GATE -禁断の黒魔術-
[in Japanese])
There
are some Japanese magic books that mention this spell, but
unfortunately I could not find any of them online to see what they
say about it. (One of the sources that made me search in books: Yahoo
Japan!)
What
all the research results have in common, including this song, is that
the ritual is quoted in a context of witchcraft, that is, witches who
come together to summon the devil.
