Based on the context of the song, I think he has titled this song as "censorship +18" to criticize the taboo that is school bullying. Something that nobody talks about, because it simply "can't", because they are censored about it.

¹ The Heisei period is the current era in Japan. The Heisei period started on 8 January 1989, the day after the death of the Emperor Hirohito.

² "Kagome, Kagome” have not an exactly translation, commonly it is written with the kanjis of 籠(kago) = cage and 目(me) = eye, in this song it was written as 囲 (kago) = surrounded and the ideogram メ (me). On internet there's A LOT of information about this song and LOTS of songs made from this, because this is song and game that open lots of interpretations due to its ambiguity.

"Kagome, Kagome” is a Japanese children's game and the song is associated with it. One player is chosen as the oni (literally demon) and sits blindfolded. The other children join hands and walk in circles around the Oni while chanting the song for the game. When the song stops, the Oni tries to name the person standing directly behind them.
